You wouldn't be doing any partitioning with that last link I gave: Startup Extremely Slow When External Hard Drive Attached You would be doing a full Format. That's why I said

Something you could try is to install Soluto. It will time every boot up event and might throw some light onto your problem, look for this delay of 10 seconds. You can always uninstall it after finding the problem if you don't want to leave it on your system.

Another thing is to boot into Safe Mode (F8), look in Device Manager for repeated entries cluttering up DM in the USB and hard drive controller sections. Delete any unneeded (i.e duplicated) ones. Reboot. Probably it would be safest to image your system drive first.

You could also try uninstalling USB all Host Controllers so they get reinstalled at bootup but I would have a read up about it first.

FIXED----

i know how these old posts often get lost and only found by other people with similar problems (like me) i just wanted to point out that Anak's first idea worked a charm with mine, and anyone else googling this problem should try it too:

Asus Z87 - Pro Mobo, similar problem of keyboard and mouse not becoming usable until 10-15 seconds upon booting to the log in screen, was annoying but managable. (tried with multiple keyboard and mouse combo's on multiple usb sockets

i simply found the BIOS setting for "Legacy USB Support" and changed it from Enabled -> Disabled. reboot. and it worked perfectly! thanks all

It turns out the reason it was doing it for me is that I had GUI miner running on startup which I didn't think would cause the issue but it turns out did. Went away as soon as removed it.
