Cannot set up/install/add a formerly removed printer

I removed my old HP DeskJet printer from the system because of tests.

If I look in "Devices and Printers" it doesnt show up any more as expected.
( also all virtual printer programs/plugins which I had installed dont show up any
more if I click e.g. Print in an editor program... )

I also successfully deleted the printer in the shared printer list I get when I
run "net share" in a command line.

Now my problem : if I click "Add a printer" in "Devices and Printers" I stubbornly get
the following uninformative error message :
( as Standar User and as (Super)Administrator )

"Drucker hinzufügen" kann nicht geöffnet werden. Zugriff verweigert.
( Translation from german : "Add a printer" cannot be opened. Acess denied. )

There is no information given what resource cannot be accessed !!!

The printer is hooked to a LPT1: port.

Sorry my problem doesnt deal with printer sharing over the net.

My problem is quite basic : if on my local machine I execute

"Go to Control Panel. Choose printer. Then choose Add Printer."

I get the access denied message mentioned above.

Will say : I cant install my local printer any more...
