USB registry difference across windows platforms

Are there differences in the registry configurations for internal USB hubs for different versions of windows 7? I am trying to use an adapter that uses RS232 communication and I have put an USB-RS232 adapter between the two. This should allow me to connect to the device and talk to it in a terminal window. However, in Windows 7 Enterprise and Home editions it works great but in Professional editions it does not. I know this may sound a bit convoluted so if there are follow up questions, please ask. I do not think the problem is the USB to RS232 adapter. I have tried multiple versions of those. But for reference one is a USB232 adapter, I believe made by Prolific and the other is one made by Staples that came with a driver installer CD. Both of these enumerate correctly to virtual COM ports. The other adapter I am connecting to with this is a CAN232. It is an RS232 to CAN adapter. When plugging it in to a computer with Windows 7 Enterprise or Home edition, I am able to communicate with the CAN232 in a terminal window easily. When the CAN232 is connected to the computer with the USB to RS232 adapter, even if the drivers are not installed for that USB to RS232 adapter, it will show a little start up sequence in which it lights up LEDs to indicate bit rate. This will only happen on Windows 7 Enterprise or Home editions. It does not do this in Windows 7 Professional or Windows XP professional. So I am curious if there are possibly differences in the way Windows sets up the internal USB hubs across the different versions.
