I'm having this same problem =(. I've a tablet PC with an AMD cpu and I've noticed this problem occurs 100% of the time when I come back from hibernation. If I turn off the PC and then turn it on again, I can plug whatever want =S. I installed Win7 x64 from my TechNet ISO (checksum checked and verified before installation).

I'm gonna try the USB power settings thing once I get back home, as well as uninstalling/reinstalling AHCI drivers (I've no idea where to get those). Other than those suggestions, is there anything else I can do?

Edit: I'm gonna do those solutions, and I just found something that might fix it. It's specific to my tablet, but you might wanna look at it just in case!

i have managed to get this laptop pretty stable so as of now i have not gotten any freezes from inserting usb devices (although i updated a bunch of drivers also...)

Turns out my AHCI didnt fix my issue and it just seemed to go away for awhile... Wishful thinking I guess. apu95 thanks for the link I have the same tablet with the same issue so I am for sure going to give it a try.

    Thanks
