i have a problem..my labtop isnt starting up. its constantly telling me that windows couldnt complete the installation. to install windows on this computer, restart the installation...i need help, asap

All fans PWM; speeds at idle: CPU circa 500 rpm; intake circa 600 rpm; exhaust circa 600 rpm; CPU temps 27 idle and 47 C load in a warm room (27 C/81 F) when running Intel Extreme Tuning Utility stress test.
I'm not great with guessing what the problem is with something so general. But I'd suggest doing a clean install. Install and delete the old partitions when the option comes up and a new one will be made. That worked for me.
