Theres CPRM, but this shouldn't have any impact on the PC. Some players require it, and it restricts certain things from being copied to the media.
As far as I know, some shows in Japan are broadcast with a DRM signal, and are prevented from being copied to the CPRM discs. But this is the only situation where burning a video could cause a issue, that Im aware of.
But, beyond that, it should have not any impact on anything.You should still be able to burn DATA and Video to them without issue.
The only thing I can think of right now, is that your particular DVD burner is not comapatable with the discs. Some burners will not play nicely with them, if thats what you have.
Do you have a another PC around with a different type of DVD burner to test?
Another option is to get new discs, DVD +R
