Maybe your USB hub does not offer enough power output (even if you do not appear to use a hub, there are internal USB hubs integrated into the mainboard). Try using another port for one of the devices. As far as I know, both an iPod and most webcams request 500mA of current from their respective USB ports, which is also the maximum total current output for most USB hubs.
Extra data: The lifecam is connected to the back USB port while the ipod is connected to the front USB port.
If one is on the front port and one on the back, I would expect them to run on separate power supplies. Just to make sure though ( because it is the only reason I can imagine right now), could you check the energy consumption listed in your USB hub devices?
You can check this in your Device Manager, in the properties of your installed USB hosts.

When both the WebCam and the Ipod are connected all 500 mA is taken by the WebCam and the Ipod gets None. (See Attach Files).
When only the Webcam is connected all 500 mA is taken by the Webcam. (See Attach Files).
That explain the issue.
But ... is it normal ?
Unfortunately, yes, or at least common. In my (admittedly limited) experience, I have not yet seen a mainboard without that limitation (although I am certain it can be done). Right now I can think of two possible solutions:
- Get a USB hub with its own power supply. They usually can provide 500mA on each port, because the energy is provided by a power adapter, directly from the power line.
- I see five USB root hubs in your device manager. You could try other USB ports to see if one of them belongs to one of the other four root hubs. If you can get a clear assignment worked out, you could mark the ports according to their hubs (maybe with coloured CD pens, that's what I used). It's not very elegant, but this way you will at least be able to immediately tell if one of the root hubs might be reaching its limits.

I moved the lifecam to other slot and now both the lifecam and the ipod get 500mA.
