Hi,
Could this be something as simple as a fragmented drive? Have you been able to check the drive for fragmentation? From a command prompt can you try run a chkdsk?

It isn't a fragmented drive because sometimes the same files will load quickly and other times they will load so slowly that they can't even be used.
I don't think I can do dwarf's procedure because I'm not good with tinkering on devices. My laptop is too precious to have to have to endure my tinkering capabilities
Perform all of Dwarf's steps that do not require you opening your laptop.
Just as a matter of question, have you ever taken the drive, its cable, its power adapter and connected same to another computer?
Yes, I connected the USB cable to each of my USB ports and the problem remained.
I haven't connected it to another computer; the next chance I'll have to do that is the 23rd of this month.
May be a power issue if it really does improve after a period of time (taking longer than normal to properly boot and mount). See what diagnostics has to say:

Actually, sounds like the drive may be having issues.
It may be doing a lot of error corrections when it is first powered on, hence the slow transfer and stuttering video.
I would look to see if there is an abnormal amount of drive activity each time it's powered on.
