Did you run the WD Data Lifeguard bootable HD Diagnostics extended scan from Hiren's CD? Did it find anything to repair? If you are in doubt I would run it again. You need to get a definitive report on the HD's surface condition before running Disk Check to check its file system.
I realize you are formatting now to try to run Disk Check. Both can also be done from Partition Wizard on Hiren's.
Okay, well i exited off the format fs=ntfs part and when i rebooted with Hirens CD it says

What does this mean? I never had this before.
It means exactly what it says.
What program in Hirens gave you this warning?
You can try running WD Data Lifeguard again to see what it reports, but you're likely going to need to replace the HD.

Replace the HD.
Then Clean Reinstall - Factory OEM Windows 7
Read the link about how SMART monitors your HD. It is reporting the HD's mechanical condition. Even if this can be repaired by Data Lifeguard CD scan it is no longer trustworthy.
