VGA Port not working - Laptop

    Hi,
The VGA port does not seem to be working in my toshiba laptop. Can anyone tell me why?
My assumption is a faulty VGA Port, since it used to work fine, but there could be a chance that there is a random setting that is giving me a hard time.

The cable works - tested on my desktop
The monitor works - using it with my desktop (also tried with a different monitor)

The laptop recognises that the monitor is connected, when i am in the resolution settings and click "Detect" it finds the monitor (and when i remove it, it disappears) also when i disconnect the cable the monitor comes out of sleep to tell me there is no VGA input detected (but when it is plugged in it still tells me there is no input).
I have tried turning on the laptop with the monitor plugged in.
I have tried changing the resolution and display settings.
The graphics driver is up to date.
I have read the manual, there isnt anything useful in there on the topic.
I have tried 'duplicate' and 'extend' display options.
