Cooler Master 212 Plus Fan Issue

Is my fan supposed to spin constantly all the time or no?
The reason I am asking is because it isn't. Watch the short 1 minute video I made, explains it all in detail.

    Thanks for your help!

    Yes.
It should be hooked up to the CPU fan header.
    Is it?

Check the BIOS fan setting and make sure that the setting is on PWM.

As said above, yes it is. You also have it on the wrong side of the heatsink. It should be blowing towards the back so the rear fan(s) can pull the heat out.

Yes, it is hooked up to the CPU FAN Header "I THINK," as long as what you call the header, the little plug on the motherboard, I am unfamiliar with that term.

And I checked BIOS Fan Settings but could not find an option to change it to PWM or to check to see if it was even on that setting.. although it said it was on 'Normal' mode compared to Manual mode...

What motherboard do you have? And by header, he means is it connected to a 3 pin or 4 pin plug on the motherboard that is labeled for the cpu fan.

I'm not familiar with Gigabyte's bios, but have you checked the fan speeds? There should be an option in the advanced mode of the bios. Check for the speed of the cpu fan.

I took a more in-depth look at my BIOS and I think it is on the correct settings. Will someone clarify this for me and tell me if I should change anything or not.. Pictures below.. Sorry I'm on my phone and imgupr was the only way right now.

Seems like you have a bad fan then.
