I wonder does this has anything to do with the USB root hubs at the device manager?

You will not be able to change the power setting via that interface.

Please consider contacting the manufacturer of your motherboard:
GIGABYTE - Support & Downloads - Technical Support

And please post back with what you find - you have made some of us curious :-)

"Go to the device manager and look at the USB devices, find your mouse and see if there is a power management in the properties tab. If there is, untick "Allow this device to wake the computer". Do the same check on the various USB root hubs."

Right click on My Computer and click Manage. Navigate to Device Manager. Find your mouse in the list, right click on it and click properties. It should have a power management section to where you can configure this.

The 2nd part. I had found the mouse but there is no power management.

Then look for the USB root hubs and see if they have that option.

Turning USB socket power off and on
