Windows Disk Management has certain limitations on what it will let you do.
You can try a more advanced program, such as Partition Wizard; a free download.
If PW cannot shrink the partition, it must be an unusually situation. Is that the OS partition or a data partition ?
I was able to shrink the partition by 1st booting from a rescue disk & then run PARTITION WIZARD from a USB flash drive.
Why is this the case? I could swear that I have reduced system partitions in the past without going through this extra hurdle. Also, I noticed PARTITION left 1Mb unallocated space at the beginning & end of the disk. I cannot get rid of those. Why is that?

Glad to hear that it is working for you, that is quite strange about the 1MB of unallocated.
I don't think you should worry about it (since it is so small of space) :)
