All the fans seem to be at a rather low speed, but still temps are really high.
    What's the ambient temp like?

Also, what cooler is on the cpu?

Check to see whether the heatsink fins are not filled with dust. This could be one of the reason for high temperatures. If so blow the fins with pressured air to remove the dust.

Sometimes even the fans get choked with dust and does not rotate freely, hence low speed. Switch off the computer and try rotating the fans with hand and check that they are free to rotate. If the fans are not free, you may have to change them.

Go back and make sure the heatsink is seated properly. I know those intel ones can sometimes be a pita.
    And turn the fans up.
