Cannot Boot Into Safe Mode

My issue is that my PC reboots immediately every time I log in. I try to boot into safe mode using f8. When the option to use safe mode comes up my keyboard its unresponsive. The keyboard is wired and works fine in the bios settings screen. So I cannot boot into safe mode using f8 and it reboots immediately after I log in so I cannot us msconfig. Any suggestions?

Did you recently change any hardware out?

Try running Memtest86: RAM - Test with Memtest86+

I have not changed any hardware out. When I try to boot from the win 7 install disk I get no response from the keyboard when it prompts me boot from disk. Maybe I should try using a PS/2 keyboard?

It won't hurt to try if you have one laying around. Still try the RAM test though.

I ran memtest on both of my sticks of ram separately and errors come up on both sticks in different motherboard slots within 5 minutes of running memtest. Does this mean both of my sticks of ram are bad? Also I was able to but into safe mode and do a system recovery to about a month ago which did nothing to solve my reboot problem.

I'd expect so. It's possible the motherboard is bad, but since it's really down to a gamble, RAM is the far cheaper of the two and the more likely.
