How do I transfer data from one external hard drive to another?

I have 2 Seagate external hard drives, the orginal one is powered and the new one is not, and I was told using a powered hub I could connected to that hub and my laptop would then reconize both of them but it does not only will reconize the original powered external drive. I want to be able to copy data from the orginal drive to the 2nd drive. WHAT DO I DO??
