What device are you plugging in? You will need drivers for it!!

Download and run Microsoft USB Fixit tool and check whether it resolves your problem.

EDIT: Keep your device plugged in when you run it.

Check your controller in another PC and see whether it works.

That makes it difficult to diagnose whether the problem is with the Controller or your PC.:)

Try to get hold of a friend who has a PC or you can take it to any PC vendor and check it there.

In the meanwhile do other USB devices work on the same port? Better if it is an USB external HDD that requires some power from the USB port.

Did you try plugging the Controller to different ports on your PC?

Yeah other usb devices work in all the ports and yeah i've tried plugging it in other ports and just
another thing i don't know if it has some thing to do with it or not but i'm not 100% sure but i think that
it's because in the port it was before is broken and it might of been in the port while it was broken.

That makes it all the more pertinent that you check the controller in another PC and clear it - unless of course others come up with their ideas on how to deal with this problem otherwise.
