    Windows 7 cpu speed issues HP Probook 4520s Corei3 380m


    Hello all,I have been plagued with an issue.Upon plugging the charger into my laptop,regardless of power setting,the cpu speed will slowly plummet to 101mhz regardless of usage.I have checked and double checked the Minimum and Maximum processor state options to try and alleviate it but these have no change,the problem only occurs when windows is booted outside of safe mode.Cpu/gpu temperatures appear to be within their normal ranges,however the cpu speed will ascend to the normal 2.53 ghz once the battery charge has reached 67-69%,hwmonitor shows voltages within normal ranges,and the battery at 0% wear.Changing the Maximum/Minimum processor states will temporarily raise the cpu speed to normal for roughly 5 minutes,then it begins a slow descent to 101mhz,any help will be appreciated!

    band-aid fix/solution found,Loading the cpu with various programs forces it to keep the frequency up.
