Toshiba Satellite Pro L300-192 Boot Problems

Trying to resolve a problem with this machine. More often than not on switch on the Toshiba splash screen is displayed briefly the it goes to a blank screen with a blinking cursor, then back to the Toshiba Screen then the Blank screen it will do this a few times then stick on the flashing cursor whilst beeping loudly.
Pressing F8 whilst the Toshiba Screen is showing loads The BIOS settings, F12 the Boot sequence management and F8 the standard Windows Boot options.
During the cycling a brief flash of a message is visible.
Videoing the start up and analysing the Video shows this to be The Windows Boot Manager screen, this is only displayed for 1 or 2 seconds at most.

On the odd occasions when it boots normally no errors are found by any diagnostics I have run.

O.S. is Windows 7 Professional (32Bit) and it has 3GB of RAM.
