I've tried everything and I think this is a hardware problem.
Don't rely on software for voltage readings. For starters if the 12V rail was really that low the computer wouldn't even boot. Only reliable way to check the voltages is to use a multimeter,

You can also look in bios under Hardware Monitor and see voltages, although Stormy13's way is the most accurate.
