would this fan cool the CPU

If i were to install this fan on a Phenom II x4 965,while overclocked to about 3.8-3.9ghz. would this cpu cooler and 3 other fans(two 120mm and one 92mm) be able to cool this cpu down enough

It says it's compatible with AMD sockets. I've never heard of that brand before. After looking at the specs from the link you provided, it seems to be adequate with fan speed, noise level and air flow...a little on low end for my taste.

I never heard of this brand either but it seems alright to me but if you can get Xigmatek LOKI SD963 it will be good enough as it supports both AMD and Intel Sockets and it's Copper DHT (Direct Heatpipe Touch) + it's cheap as well.
