Windows 7 Home premium 64bit SP1

core 2 duo because its l2cache is larger and is 2MB L2 cache per core and runs at 1066FSB with a 9x Multiplier. While the Pentium D has a 1MB L2 cache per core and runs at 533FSB. The core 2 duo is faster.
Take a look at this article with the pentium D and core 2 duo being compared.

Windows 7 Professional x64 SP1

Core 2 Duo E6300 @ 1.86 GHz Passmark Score: 1108
Pentium D 930 @ 3 GHz: 912

Conclusion: C2D is 1.215 times faster and a heck of a lot more power efficient than the Pentium D
