since you are talking of a laptop, maybe the touchpad is interfering somehow. I already had a less-than-stellar touchpad that keeps thinking someone is using it and screws navigation of a USB mouse someone is actually using.

Try disabling the touchpad (should have a Fn key or from Device Manager). Also is the touchpad driver updated? Usually their specific drivers are smart enough to shut down the thing when there is a USB mouse (or offer that as an option), but I cannot speak that well of MS generic ones.
Also check if touchpad is dirty or shows damage (use it and check if some areas of it don't work).

I had the same problem and, on a whim, I tried something that I haven't seen suggested as yet. Instead of plugging the dongle into any old USB slot, plug instead into the keyboard or mouse USB on the back of the PC. I did this two weeks ago and I haven't had a moments problem with the mouse or the keyboard since. Once plugged in, the Mouse and Keyboard Centre self installed and the setup screens appeared allowing me to set mouse and keyboard preferences.
I am using a MS Natural Ergonomic Keyboard 7000 and a MS Natural Laser Wireless Mouse 7000 and was ready to consign both to the trash bin, now they're just fine and I'm happy.
