My Microsoft Arc Mouse is acting wonky..........

My Microsoft Arc Mouse is acting wonky. It has a delayed, jerky movement making it impossible to use.
The battery's are fully recharged, the USB dongle is fully inserted and on the right side of my notebook, the same side I use the mouse.
Synaptic's Image Pad works fine on the notebook.
I have Windows 7 SP1 in an HP Envy 17-3090NR 3D notebook.

This is what I have done:
1) Deleted the driver from the Device Manager, Rebooted, Same problem occurs after the driver reinstalls.
2) Deleted the Microsoft Keyboard and Mouse program, Rebooted, Problem is still there.
3) Proceeded to update the image pad and the mouse, both drivers are up to date.

The mouse works on my other desktop.
My desktop mouse works on my notebook.

Anything else I can try?
Any suggestions.?
