I had this problem the other day after a driver issue, wouldn't even load the bios, so after 3 or 4 reboots trying to get it to boot, I removed the battery for a minute or two, put it back in, hit my power button, and been fine ever since.
I had the exact same thing happen to me this morning. It's like it was looking for something plugged into the USB port but I had nothing plugged in. When I tried to reboot, I got the black screen with a non-flashing cursor in the top left corner. I've unplugged the battery, etc. but so far nothing...
I'm looking forward to some wise advice from you all!
