I've tried a different monitor display Samsung SyncMaster 244T that has both DVI and VGA. On the VGA i had the same horizontal lines vibrating but on the DVI no lines, everything was nice. I don't understand. I tried different VGA cables and same thing happend. All my power outlets are grounded.

In your graphics card's control panel, play with the settings to test. Try a different refresh rate (if available), screen resolution (a default one), color depth. See if that changes anything.

You could also check the monitor settings, the refresh rates should match on both ends.
