I try to change the file system for the local disk D from NTFS to FAT
But the system does not appear to me the rest of the regulations and appears only NTFS as the picture

why do you want to do that? NTFS is better for anything that isn't a usb flashdrive.

Copying files to discs (live file system) is EXTREMELY slow
I've been burning discs using the Windows 7 built in burner using the Live File System option, but when I drag and drop files to DVDs and the copying files window comes up, it's extremely slow.
