If your keyboard and mouse are USB, have you tried plugging them into different USB ports to see if they would work?

Have you checked your BIOS settings?

If you have a USB card and your mouse, keyboard are plugged into that, you can not use them until the system has booted. Plug them into the USB ports on your motherboard and you can use them while the PC is booting.

Detailed system specs would help, especially motherboard info. PS2 keyboard and mouse connected how? Directly to motherboard PS2 ports or though PS2 to USB adapter? Do they work in Windows? Are they connected to the correct PS2 ports? The jacks and plugs look the same but if you plug the mouse in the keyboard port and the keyboard in the mouse port they won't work.

    Borrow?

Can you borrow a keyboard & mouse from someone?

You can buy a cheap USB keyboard & mouse pack for less than $20 in Australia (my friend bought a pack for $9 on the weekend).
