I always had quick in the end and never had issues on flash drives or hard drives .
VistaKing I am going to make a video of the steps I am following maybe during the video you see something that's wrong you can let me know. Make my life much easier.
Try one more time. I just formatted my USB Flash drive. I selected disk 3. You should only have 1 disk attached so would select disk 0. Boot from the Windows install disk. At the first screen, hold down shift and press F10. You will get a command window. try these commands. when finished type exit and press enter, twice and you will be back at the same screen you started from.If they do not work, download the manufacturers diagnostic program and run the long and short drive tests.
It's very odd how format fs=ntfs quick works perfectly for you , and mine it causes an error . Video will be coming shortly.

I tried all the methods you guys suggested :
format fs=ntfs quick (Diskpart has encountered an error)
format fs=ntfs quick label="Windows" (Diskpart has encountered an error)
VistaKing, I think he tried it both ways and it didn't work. I think he has a bad hard drive. I suggest he get the manufacturer's diagnostic tool and run the tests from a bootable CD or USB.
