Windows Format a Partition on Disk?

I really need help here. I am trying my best to Install Windows Vista but this error comes up which prevents me from installing it. Any idea why?

Windows 7 Ultimate 32-Bit & Windows 7 Ultimate 64-Bit
 
 

You may format the drive before windows installs .

On the Install Now screen . Press SHIFT and F10

A command prompt window will open up .

Inside the command prompt type in the commands below press [ENTER] after every command

Code:
DISKPART 
LIST DISK 
SELECT DISK 0
CLEAN
CREATE PARTITION PRIMARY 
SELECT PARTITION 1 
ACTIVE
FORMAT FS=NTFS LABEL="Windows" QUICK
ASSIGN LETTER=C
EXIT
EXIT
Then click on INSTALL NOW and continue with the installation

So close to the end and this happened...

Yes I believe so. I tried FORMAT FS=NTFS and it seems like it's not working because it's still at 0 percent and not changing.

Yeah without the command QUICK it will take a while
