New samsung notebooks uses the new uefi system special for windows 8, but y you loose the system your out because even the option to reboot to hardware system is part of windows, so if the recovery system from windows does not work your out with a pretty nice stomppaper, I mean does somebody really recovered something with windows recovery? well do not worry last week I found a tool specially build for uefi repairs it is call rEFInd the cd version of only 8mb you put it on a usb drive with the tool called rufus and beetwin all the options there is one that let you reboot into bios setup there you turn off the safe boot system, an set the bios system to the nothing with uefi then you can install windows again
here ar some links.
Download rEFInd from SourceForge.net

the idea of the uefi system is amazing the problem is that is poorly implemented. 90% of the people are simple users, I got a lot of experience on it and took me a hole day to find a solution, I have lots of friends whith lot experience to and none off them could find a solution after 2 weeks one of them ask me to do something to recoverd a notebook from one of his clients. So I realize this would be a big problem and thanks to linux the simple solution is right there ...

Are you talking about Secure Boot? That is a scheme instituted and employed by Windows 8, but it is easily disabled in UEFI BIOS settings. There is plenty of information about it on this forum and the web if you needed to know.

The UEFI BIOS is not a "part of Windows" however. They are 2 systems that work together.
As with any new tech, there is a learning curve.
