Windows 7: Windows slightly too large for my tv

Never seen a modern TV that didn't have some type of view or picture mode. Even my cheap Haier has it. It may be called Picture-Mode (P-Mode), Screen Mode (S-Mode), Aspect Ratio (ARC) or some other but it should be there. What's the make and model of the TV? The higher-end TVs have more options to control the screen.

Its not a high end. Its a Samsung 47hn5400. the hn may be incorrect. 47xx5400 at any rate. It didn't have any of the fancier features I didn't want to pay for.

It appears that your TV is not Samsung but LG. According to CNet, the LG 47LE5400 has this widescreen view modes: "Just", "Zoom", "Cinema" and "16:9" try the Cinema mode or the 16:9 mode since those view settings will likely give the 1:1 pixel mapping view mode.
