What's the condition of the computer on the inside, when was the last time you cleaned it with compressed air and also all fans and PSU?

What exactly do you mean you take out the CPU........once it's on the mobo you should never take it out unless you're upgrading or to help with cleaning the thermal paste off it and even then it's just as easy to leave it on the mobo. Do you mean you remove the cooler with it's fan????? are you cleaning the surfaces and reapplying the thermal paste?

I'll bet you bent a pin on the CPU. I would remove it very carefully and get a magnifying glass if needed and go over every pin and dbl. check they're all ok. You may have just bought and new processor let's hope not. If all the pins are good then carefully re-insert and apply new thermal paste after cleaning all surfaces and carefully install the cooler back on, and remember to plug the fan(s) into the CPU fan header. If possible and you have a good camera please set it to close up and take pictures of the case and the whole process. Blow out all the ram slots and re-install the ram till they clip the retention clips. Blow out the PSU and anything else where you find any dust. Double check all power connections to the mobo and all items in the case and with the side panel off plug the power cord in and hit the power switch on both the PSU and then front panel and tell us what you hear and see, like leds on the mobo. While the system boot to bios or windows log in screen then?
