I appreciate your opinion and encourage it! I've seen motherboards on Craigslist that are fairly cheap but how does a person like me with adequate computer knowledge know what's good, outdated or junk?

The motherboard came out of a Dell Optiplex GX520 or GX620, I looked everywhere on the MB but didn't come up with any numbers that made since so I listed the numbers I found:

When powered up it goes through the boot process all the way to the Windows 7 logo then I get the "BLUE SCREEN OF DEATH"! I've changed the harddrive with a known good one but still does the same exact thing so my next option was changing the processor!

First- probably not the cpu. If the cpu was bad more than likely it would not complete POST.

BSOD at W7 logo is more likely a corrupt file problem. Have you tried booting with some flavor of bootable CD? That would tell you the cpu, gpu and mobo are working. You can find that FC mobo on evil bay for 10-15 bucks. I would not put a lot of money in to this. Here's a good read for you. Socket 775
