Windows can't recognize USB device at start up

I have two USB expansion drives. They have permanently been assigned drive letters (Y: and X: ) This is so they can be removed and then plugged back in to maintain the pathways for other files and programs. It was working fine and then one day not.
At start up, Windows can only see an "unknown device" for drive X: and can't load the drivers. It's OK with Y: . I have deleted and reinstalled the motherboard and window drivers, but that did not change anything.
I can unplug the drive and plug it back in, and the drivers load and it works fine. This is annoying behavior and I don't want to do this every time. Any thoughts. thanx. nova1566

Try a System Restore to a point before the problem arose.
