Very slow and random HDD transfer speeds after new install

Hi guys, new here so nice to meet you all and thanks in advance for any help offered.

    Ok, here goes.

I have a Asus K46CB, which i think is a Asian version (bought in Indonesia, Medan) of the A46CB, not entirely sure though.

Ok, so it was being a bit slow and crappy and my premier pro cc kept crashing in mid edits and yer, i decided to do a fresh install with the CD i was given in indo, no idea how legit it is, but its all be ok so far.

Today i went to copy some movie files back to my secondary partition from my external HDD, about 10gb worth, in say 600 files. It starts at 70mb via USB 3.0 and slows, now i expect this, but its slowing dramatically, to about 10mb/s and then it will pause on an error reading file, i click skip and then it drops to 1-2mb/s and says transfer time of about 2-5 hours (changes up and down)

I thought it was my external drive, so i did some check from one partition to another and that is taking ages too, but at around 35mb/s, now im not sure if that is slow, id have thought that part-part transfers would be well above the transfer rate of USB.

I used HD Tune to check the reads and the hitachi is getting 100mb/s and the external tosh about 70mb/s.

id have thought there should be a much bigger difference between the two, and neither explain why the transfers are so slow to desktop. I tried to transfer from the external to my D partition and its the same speed.

As far as i know im up to date with all drivers for USB and chipset

i have included a link to a folder with specs from CPU-Z and HD Tune

So im wondering what is wrong, why its all slow and how i can fix it.

    Thanks

    Brad

ok updates, thing seem to have gotten better somewhat, but it seems to be when it hits a broken file, which are not broken as i can go and view them from the external fine, all of them.

ok more updates, its not holding till about 75% at around 30mb/s which i find appauling but i can live with it, then it goes down to 12-11-10-9-8-7-6-5 and then it goes to 13 hours, wtf ?

someone please help me, im pulling m hair out. i know speeds slow but it should settle somewhere, not get worse and worse. and it seems to be doing it around a certain file, which is a gopro video file. it says cant read from the source file or disk, but i know its there as i can watch it from the hdd just fine.
