Microsoft Mouse 4500
I set my mouse scroll speeds and it works fine.
But upon a reboot the mouse seems to return to default however the settings appear as I set them. When I go into the settings and re-hit the OK button (Apply button is greyed out), the mouse 'obeys my settings.
