Cloning or copying Hard disks, is it possible?

Cloning or copying Hard disks, is it possible? I have two hard disks with the exact same program files but one won't boot onto windows, but it will boot onto Ubuntu. Is it possible that i could copy the windows files so that the Hard Disk is usable again

You would need to clone the disk for it to be bootable. Macrium Reflect is an excellent free program for the job.

What error do you get when you (try to) boot into Windows 7?

You know F8 to show advance boot options? Advanced Boot Options
choose "Disable Automatic Restart on System Failure" there. It disables Automatic Restart on System Failure on next boot, so you can see the error. What's the error message?
