Windows freezes on desktop, only works in Safe Mode

So today I tried loading up my computer and for whatever reason, after loading up the desktop, weird things start to happen. For one, anything I try to click gives me nothing. I can't load up any programs, I can't click the start button, nothing. Second, my network icon in the bottom right (in between volume and PC issues) keeps giving me the repeating circle, saying something's loading. After a while, my screen will go black and will reappear with my task bar a different color. I can't do a ctrl-alt-delete either.

In safe mode, everything works fine. I have no idea what the problem is but here are some things I've tried already.

    1. Malwarebytes says nothing's wrong.
    2. I rebooted using default options from the BIOS and that did nothing.

I have no idea what this problem is or what I should do and it's starting to get really annoying.

Edit: I also just tried to do a clean boot and that fixed nothing either.

Edit 2: Also did a Diagnostic Startup and the problem was still there

    Welcome to the forums!

Have you tried a system restore to a point before this started? Have you thought about a repair install or maybe even a complete reinstallation? We have many excellent tutorials here at the forums, here's a couple on how to do that if you're so inclined :

    Repair Install

    Clean Install Windows 7

Clean Reinstall - Factory OEM Windows 7

For whatever reason, there are no system restore points (at least in safe mode).

For the reinstalling, can I do all of that without a windows 7 disc and will I have to back up my files?

Yes you'll have to back up your files. No , you don't need a disc. Well , you need a disc but you can get one by following the link in the tutorial. You use it with the activation code on your sticker.

No restore points? Have you ran your A/V in safe mode?

I ran malwarebytes in safe mode and nothing came up.

To add, there was a "security loader processor driver" or something like that that had the yellow not working icon next to it in device manager. I read on here a suggestion to uninstall that and then reinstall my graphics driver, but I can't do the later half in safe mode.
