PC will not even power on with 2 gigabit NIC cards, other one does

The 2 NIC's that it will not even spin the fans are
    Intel PRO /1000 GT
NETGEAR GA311 Gigabit Ethernet PCI Adapter support 10/ 100/ 1000Mbps

It will power on and load the os with a Realtek 8169/8110

The board is an MSI PM8M-v ms-7104 ver 2

    These are PCI buss Nic's.
I noticed the Realtek does not use the last 2 pins, it is physically shorter where it fits the slot.
So why does it do that?

So there are 3 network interface adapters.

    Intel PRO /1000 GT

    • Is this a PCI card, or on-the-MB NIC?
    • Will it start up with just this NIC?

    Realtek 8169/8110

    • We know it will start up with this NIC.
    • Is one or the other NICs connected at the same time?
    • What combinations have you tried?

NETGEAR GA311 Gigabit Ethernet PCI Adapter support 10/ 100/ 1000Mbps

    • Will it start up with just this NIC?

How many PCI slots do you have available on the motherboard?
Do you have any PCI-e slots? How many? What type (1x 4x 8x 16x)?

Has AGP and 3 PCI slots.

The realtek 8169 card has shorter PCB where it plugs into the slot.
The Netgear and the Intel have two extra copper fingers at the back end of the PCB.

    MB is PM8M-V ver 2, MSI 7104
    The PCI version is 2.2

I know newer boards are PCI version 2.3

If I plug other cards, like a wireless Microsoft network card 802.11g in the slot, it works.

    I solved it!
    The PS is too weak.
I ripped another power supply out of my main PC to test.
It boots fine now with the NIC card plugged into the slot.

I sat there before changing it and the PC shut off poof!
Made me think the PS might be bad.
