I think the external power supply is a charger for the battery. Batteries are usually 19.7V or 13V or so. The motherboard has a power supply of sorts to change the voltage to the inner parts to 3.3V, 5V, and 12V.
The external power supply is also the inverter - supplying 18.5V DC to the motherboard. So yes, I guess it could be related to the internal power distribution, but this doesn't really explain why it boots from CD. In fact I notice, if I F9 to go to the boot device sequence, and then boot from the HDD, it does in fact boot.

I found some internet references to boot failure with G62s accompanied by flashing Caps Lock LED, but I get no flashing lights.

Yes there are what seems to be a lot of paradoxes, for want of a better term.

Have you tried booting only on battery or with the battery removed and only on the power adapter?

Could you post a shot of your Disk Management - Post a Screen Capture Image I don't know if it will uncover anything, but it is worth a try.

Yes - same results in each case.

What may be a further red-herring; after I get to the Windows start screen, the touchpad cursor freezes up. If I ctrl-alt-del it works again, and I can log in and everything is normal.

I'm away from the machine for a few days, but will post when I get back. From memory, its a 240gb SATA HDD with a single partition - I don't think there is an HP reserved partition - and I'm pretty sure it's labelled C:\.
