It would be best if you could explain the problem in detail. "Small buzz sound and small freeze" does not mean anything in a diagnostic sense.

When does the problem occur? During start up? While using the PC?
    Constant and predictable, or random?
Where is the sound coming from?
Explain the freeze - what happens?
Run the PC in Safe Mode. Does the behavior happen there?

during use of the pc , single youtube/twitch video makes iit happen once each 3-5 minutes . Launching something Else like hearthstone mmakes it happen quite often .

Constant yes , prredictable sort of , more video games tabs makes it happen for often .
From speakers , if its setted on headphone mini lags stuttering happens but no sound .

How to explain the buzz and sound . Wwell , its similar to lagging , system becomes unresponsive for really small periods of time but noticeable , with the "buzz" sound .

Swaped 560ti back .... no problem , it happens only with 770 gpu :|

    trryed find a video :

1.28 , 2.00 . And after happens a few times . THATS exactly what i have ... tho its easier to add a game to video/audio pllayback to make it happen more often

    also , 770 takes 1 8pin conector and 1 6 one .

the one i use is 8 pin in the PSU , then it doubles into two exits of 6+2 6+2 . So i use only this single cable with 3 exits 1 for psu 2 for gpu ... Should i use two instead or one like this should be enogh ?
    Im not sure of anything

No, I'm not sure what reinstalling the devices in IDE ATA/ATAPI controllers will do to solve your particular problem. But if you wanted to try it anyway, those basic devices and drivers will reinstall themselves on the next startup.

You say this problem goes away when you use the 550ti. That is a nVidia card right? It would be helpfull if we knew the full product model number of both cards.

The 770 will probably use more power than the 550. What are you using for a power supply?

You use the 2 connectors marked PCI-e to connect to the graphics card.

When you install either graphics card, are you completely uninstalling all drivers and clean installing them after the switch?

Yes, it's a common problem. Just a piece of hair or clump of dust in the slot, or not pushing the card all the way in on one end - that all it takes to mess things up. Re seating the card will fix it.

    Good work. Enjoy!
