No permission to open External drive folders when I am Administrator

I have been using a Samsung 3TB D3 Station External Desktop Hard Drive with my Windows 7 laptop for a year with no problems. After a scan and fix I no longer have permission to open folders. I have checked I still have have Administrative status. External hard drive works OK on a Windows 8.1 device I have.

Even if the device is at fault - which seems unlikely - how can I stop Windows 7 withholding permission from an Administrator?

That unfortunately is one of the quirks of windows 7; even if you are admin; it will still not let you have access to certain folders and or drives as thats what is set to install as default. So if you dont change the permissions and or group policies then it wont let you have access. In order to fix this you have to go into the administrative section of the control panel and then check the permissions and group polices and make not just your user name a member of the administrator group but also check to see what permissions are set for admin.
