Korg NanoKontrol is connected but not seen by applications

I have a Korg "NanoKontrol" USB MIDI unit that is a "control surface" for recording programs. It connected and works properly with programs on Win 8.1. However, in Win 7 it is connecting but applications are not seeing the unit (I assume MIDI). Korg's configuration program does not detect it and my recording studio program (Sonar X3) does not detect it.

The unit worked OK with Win 7 when I first tested it a couple of months ago. Win 7 has not been reinstalled, it is the same as it was when it worked.

Device Manager shows it as working properly. It is listed in the Control Panel/Devices and Printers.

Korg's MIDI USB driver detects it.

I have uninstalled, restarted Win 7, did a fresh install. No help. I did a System Restore back to a point BEFORE the first attempt to install it and no help. I used Revo Uninstaller Pro and uninstalled the drivers and deleted the Registry entries. Then restarted the PC and did another "new" install.

I'm not sure what else to do. Again, as I noted it works properly in Win 8.1 (this is a dual boot system) on the same USB port (although I've tried other USB ports in Win 7 to no avail).

    Here are some screenshots.

Update. I notice in Win 8.1, where the device works properly, there is an extra entry in the Device Manager for the Windows Device Association Root Enumerator. That is not listed in Win 7, if it is supposed to. I did a search and could not find a download for the Root Enumerator, if its needed, except on the pay download sites.

Here is the Win 8 Device Manager screenshot:

Problem turned out to be the MIDI limit in Windows. I had to delete some unused MIDI devices. Apparently the limit was not reached in Win 8 and the reason it worked.
