Motherboard will not recognize USB

So Here is the issue ( I will try to be as descriptive as possible). None of my USB ports are working. I have a ps2 keyboard and when that is plugged in the computer will turn on and run. I went into device manager and the USB have a (code 28) next to them.

I took a SSD out of my other pc that runs fine and attempted to boot it from the hard drive but the PC will not boot from that.

I also tried to update the drivers in device manager but it kept saying updates failed to search

Is my motherboard bad? Or what do you think the issue could be as to why everything works but the USB

Can you post screenshots of Device Manager with the USB expanded, plus one of the Code 28 window?

Can you go into your BIOS settings and check to see if the USB controller is Enabled there? (It usually on the USB Configuration menu).

Will Windows recognize a replacement motherboard of the same model?
I understand that Windows can get a bit...upset...if you change the motherboard without telling it, i.e. last time I upgraded my motherboard, I just whacked the new board in, and windows wouldn't boot because it thought it was a different computer...or something. If I am getting a replacement...
