Why do OEMs don't come with recovery disks? Some does but you need to purchase it >.<

For the same reason stuff doesn't come with written manuals. It costs money and people don't complain when they don't get one.
You have to make your own.

Greg said I deleted my recovery partition. It seems to be working fine. He said I needed to add the recovery partition back.

I'd instead concentrate on getting your Windows installation into prime shape and then making an image of it, from which you could later restore.

And from that point forward ignore the factory recovery partition.

The most the factory recovery partition can ever do for you is to restore you to a factory state. Why would you need that when you could instead restore to a superior state?
