You are correct; my error.
I've measured my actual power draw from the wall on my PC (with a 95 watt TDP, the same rating as your 4790K) and it is typically 80 or 90 watts, idling or at low load.
Under a full-bore stress test designed to maximize power draw, I reached a maximum of about 160 watts. That's higher than I'd ever reach in actual usage.
That includes 3 internal hard drives, 2 RAM sticks, DVD drive, 23 inch monitor, keyboard, and mouse. Nothing in the slots.
In a warm room (27 C; 80 F), my CPU temps are in the mid 30s at idle. Motherboard around 40. Drives in the low 30s. With one 120 mm intake fan and one 120 mm exhaust, both low noise.
In my experience with no video card, your intake and exhaust fans are likely to be the biggest sources of noise unless your CPU fan is working hard, say above 1500 rpm--which shouldn't be often. So, do what you can to get low noise fans.
You can easily get a quiet CPU cooler as well, even without going to a tall-ish tower unit. Scythe and Noctua make some good prospects.
Pretty easy to keep the overall noise beaten down nowadays if you start with quiet components in a good case.
