PSU Problem

It is totally obvious for the psu be defective. We change it, problem solved. I guess the issue concerned with this thread is solved by changing the psu (smps). Here I dropped in to my trusted & long associated forums to suggest a slight further talk concerning the same issue, and I'm too dumb to start a new thread.
I have 3 smps (400-450-450w) all out of operation. The newest (1yr though) is having the above symptom. The greatest problem is that I need a working psu TO TEST A MOTHERBOARD. and funny enough I do not have a working display either.
But I have a suitable multimeter to check the psu outputs.
So.... please suggest & share your personal experiences, or strongest doubts here. I hope people here find this interesting, share and learn. I cant stop working while interacting, therefore doubts from you guys might help. Thanks. and, hopefully the zeroed down faulty part and its/their repair will be pasted on this page.
