Can't access DVD (RAW file system?)

I'm trying to get some files off of an old DVD-RW, but I'm having some issues doing so. Whenever I try to open it in My Computer, Windows Explorer will just hang. I tried using CHKDSK, but it said that the file system is RAW, and RAW file systems aren't supported. I did some research. I read somewhere that the issue was with Windows 7 and incompatibility with RAW file systems (not sure how related this actually is to the issue at hand, but I decided to see if this was true), so I went to my ancient Windows 2000 tower. I plugged in an external DVD-RW drive, and I put the disk in. When I tried to access the disk from My Computer, Explorer began to hang again, but unlike with Windows 7, it actually began responding again. Now when I tried to access the DVD, it would say 'The parameter is incorrect' or something along those lines. I really need to get the files off of this DVD, so any help would be awesome. Thanks in advance.

Ok, so CD recovery tools don't seem to work for me. Programs just seem to hang/not recognize that a disk has been inserted whenever I try to access the CD drive. Like I said, I'm really desperate to get the files off of the thing, so any other suggestions?

See if How to Mount a Raw Image in Windows helps, no idea if it can be done for CDs though
