Is this an indication you can't return the card
Installing a gpu driver should not take much effort even without a disk.

If something is not as described, ebay will allow returns and or refunds.

GPU-z shows speeds are way lower with this card, just as I thought, I knew it was slow, it is not a true GT630
    Here is GPU-z
and here is card link what it should be.
NVIDIA GeForce GT 630 | techPowerUp GPU Database

I am uploading screen shots that, well verify what I said about the speeds earlier.

    I just noticed something else!!
My motherboard is an Asus P5QC which supports pcie verison 2.0x16
    https://www.asus.com/Motherboards/P5QC/
However, GPU-z says the video card is only using pcie1.1x16, no way is a GT630 Nvidia card a pcie version 1.1 by 16 card.

So it most definitely is a fake.

I have a core2duo e7400, 8gb ddr2 ram and this card can not play smooth flash video on websites, just went to usatoday to watch a migrant crisis into austria video, and the video is all jerky stop action motion.
Sound was fine, but video no.

    Hello again,

I could find that BIOS version 60.84.54.00.55 is used on GeForce GT 8600 on this page and here too. GT 630 should have version 70.08.AA.00.00 or above.
It has GPU Core Clock 540 MHz, which is identical to yours and GPU Shader Clock 1180, which is almost as yours. There could be a chance, you have an altered GT 8600.
I could find a guy with same spec card here, but he didn't go further than reporting about it's strange behavior.
As for GPU-Z report of your PCI-E1.1x16, mine genuine ASUS GeForce GTS 450 PCI-E 2.0 is reported to be PCI-E1.1x16 by GPU-Z, just like yours. It seems to be reported by GPU-Z this way.

Asus P5QC PC Test Results - UserBenchmark

I ran an online user benchmark test, as it was doing the graphics, it was saying like 3 or 5 fps, and the screen action was barely moving.

It reports the card in lowest 2% range.
